How do I get to do's enabled in mail application

On the top of the mail interface TO DO's are grayed out. Can I make this active?

Two things to consider. First, are you using Exchange 2007 ? Help warns that there are limitations on To Do lists when used with Exchange 2007. Second, have you configured iCal yet? I believe that To Do's are really part of iCal and are just accessible through Mail ... thus the settings for To Do's are in iCal.
